Roliff Purrington

Roliff Purrington has maintained an illustrious law practice and business career for several decades in both private practice and for the U.S Government in both domestic and international capacities. His law practice has focused primarily on land use and environmental matters, including representation of clients before state, federal and local governmental entities and courts and tribunals, primarily in contested matters.

Roliff left Texas for Iraq in 2004 to work with the Coalition Provisional Authority as an advisor to the newly- constituted Iraq environmental ministry. Not long after arriving in Baghdad, he became the Senior Advisor to the Iraq Ministry of Construction and Housing, a 24,000 person ministry with offices and operations throughout Iraq, which included the Iraq federal highway and bridge department, the Iraqi corps of engineers, the Iraq housing department, the national engineering consultancy and numerous, large state owned enterprises engaged in the construction industry. He joined the U.S. State Department in Iraq in June 2004 with the return of sovereignty to the Iraqi Government and continued to serve in essentially the same capacity and as the Senior U.S. Consultant for Commercial Development, Employment Generation and Housing for the next twenty four months, based in Baghdad but traveling throughout Iraq and elsewhere in the Middle East region.

The foregoing government positions included interaction in Iraq, Jordan, and the United States with representatives of the World Bank, the United Nations, the U.S. Corps of Engineers, various NGO’s, the U.S. Military, the Department of Defense, the US State Department, US Department of Housing and Urban Development, US Department of Transportation, US Department of Commerce and various other related private and public sector interests involved and interested in Iraq reconstruction and stability.

He also consulted on business development matters for real estate investors in distressed properties and traveled widely.

Representative Cases and Experience

  • Worked as a business development consultant for a private equity fund and other investors engaged in the purchase, rehabilitation and in some cases redevelopment of large brownfield properties throughout the United States, and part time as a development consultant for the University of Virginia Law School Foundation.
  • Represented a Middle Eastern government in anti-corruption litigation in the United States and returned frequently to Iraq.
  • Worked as an adjunct professor of construction project management responsible for Middle East outreach for the University of Houston, College of Technology.
  • Served as an adjunct professor and outreach consultant to the University of Basra, in Iraq with 34,000 students and on various City of Houston and related committees related to the Middle East and other foreign venues, including the Texas Interfaith Ministries Refugee Assistance Committee. In 2015, he served as a visiting professor for a month at the University of Basra in the Engineering Department.
